After graduating with a Bachelor of Commerce degree with a Major in Accounting from the University of Calgary (CANADA) in 1987, my 25 years career started and included stints at global banks such as CS First Boston, Citibank N.A. and ABN AMRO Bank. I spent 12.5 years at DBS (Development Bank of Singapore) as Senior Vice President of Corporate Banking. My experience includes the formulation of business strategies, product management such as Treasury, Trade Finance, Cash management, Factoring, Hire Purchase and corporate lending as well as commercial cards. I was also a member of asset and liabilities committee and made quarterly presentations to the Board of Directors on Business Performance. In the last 4 years with UCF group, I have been recently appointed as a Regional GM for Singapore and South East Asia, working with Fintech companies to expand their geographic reach and strategic alliance with a strong focus on customer acquisition and financial performance.

Dato’ Chew Chee Seng is the Group Managing Director of ManagePay Systems Berhad (“MPay Group). He is the founder of MPay Group, he is responsible for the formulation and implementation of the overall business strategies and policies of MPay Group, a company listed on the ACE Market of Bursa Malaysia. Dato’ Chew graduated in 1992 with an honour degree in Bachelor of Science in Computer Science and a General Studies degree in Business Management from Universiti Sains Malaysia. Dato’ Chew began his career as an Instrument Engineer cum Observer in Schlumberger Limited, a world renown old and gas contracting company listed on the New York Stock Exchange. In 1994, he joined Dataprep Holdings Berhad as the Account Manager of the Government and Education Division. He was subsequently promoted to Senior Manager in 1997 and later appointed the alternate director of a joint venture subsidiary of Dataprep Holdings Berhad before leaving to set up MPay Group in 2000. He steered the MPay Group to become a trusted payment solutions and service provider to financial institutions in Malaysia. In 2011, he was instrumental in listing MPay Group on the ACE Market of Bursa Malaysia. In October 2012, MPay Group was awarded by Malaysian Government to implement an Entry Point Project (EPP), rolling out of Mobile Payment Solution to small retailers under the Digital Malaysia Masterplan. The Mobile Payment Solution subsequently won the 2012 Frost & Sullivan Asia Pacific New Product Innovation Award. In January 2013, MPay Group received a notification in compliance from Central Bank Malaysia with Section 5(3) of the Payment Systems Act 2003 to operate MPAY Payment System in Malaysia using the Mobile Payment Solution as well as conventional EDCPOS credit card terminal and e-commerce. In February 2015, MPay Group has received a letter of approval from BNM for the issuance of e-Money as in MPay Balance virtual account and MPay MasterCard Prepaid Card; and the group has never looked back since. In November 2016, MPay was granted a peer-to-peer financing platform operator license by Security Commission Malaysia. In May 2017, MPay secured yet again a government approval to operate as a licensed money lender from Ministry of Urban Wellbeing, Housing and Local Government. This will help MPay to be a leader in P2P platforms such as MPay QuicKash P2P financing for SMEs. In 2017 November, MPay obtained the Mobile Virtual Network Operator (MVNO) license from MCMC (Malaysian Communications and Multimedia Commission).

In the same period, Chun was Advisor to the Board of Management, ParkCity Hanoi, as well as the Executive Director of Perdana ParkCity (Singapore). The ParkCity Group is a premium developer of top-end residential communities in SE-Asia, helmed by 3 flagship township projects in Malaysia (Kuala Lumpur and Miri, Sarawak) and in Vietnam (Hanoi). Chun spent five years as a Senior Partner at Korn Ferry International (USA), heading the firm’s Global Industrial Markets practice in Singapore. Before joining Korn Ferry, Chun spent 10 years at SGX-listed SembCorp Industries, one of Singapore’s largest industrial conglomerates involved in utilities, marine construction, and large-scale infrastructure development. Chun was President & Chief Operating Officer of SembCorp’s Industrial Parks Group which included successful and pioneering projects in China, Vietnam, Indonesia and India. Chun also spent two years as General Manager at IBM Corp, heading IBM’s Public Sector business for ASEAN/South-Asia, with full P/L responsibility. Chun’s private-sector experience began with a 5-year role at Fulflex Singapore, a subsidiary of Fulflex Inc. (USA). As Marketing Director (Asia Pacific), he was part of the management team that built a US$27 million manufacturing plant in Singapore for specialty elastomeric materials, supplying to global MNC customers including P&G, Kimberly-Clark and Bridgestone (Japan). Chun started his career at the Singapore Economic Development Board (EDB), the statutory board responsible for planning and executing Singapore’s economic  Page 2 of 2 development programmes and for attracting FDI from all over the world. After the first year in Singapore, Chun was sent to London as Director of EDB’s London Office, then to EDB New York, and finally to EDB Boston. In total, Chun spent 10 years with EDB, of which 9 years were overseas-based. Chun is a graduate of the University of Liverpool, UK, with a first-class honours degree in Engineering & Management. He also holds a Chartered Diploma in Marketing from the Chartered Institute of Marketing, UK. Chun is a Member of the Singapore Institute of Directors.
